PFSCM is a procurement agent and 4PL services provider serving donors and governments. We specialize in health products for COVID-19, HIV, malaria, TB and more. More than 90% of our volumes are destined for Africa.

We offer complete sourcing-, supply chain, and 4PL solutions including: vendor prequalification and audits, dossier reviews, product sampling and quality testing, forecasting, demand planning, last-mile logistics, real-time shipment tracking, and storage and warehousing.


We are a subsidiary of one of the leading international health consultancy organizations in the US — JSI Research & Training Institute, Inc. (JSI).


Our head office is in Washington D.C, and the operational office is in the Netherlands. JSI has 8 offices in the US, and 42 others around the world.

Our History

PFSCM is a nonprofit organization that was established in 2005 to implement one of the world’s largest public health supply chains, the Supply Chain Management System Project (SCMS); a project of the US President’s Emergency Plan for AIDS Relief (PEPFAR).

PFSCM managed this program for over a decade, and delivered more than $2.8 billion in health care products to 66 PEPFAR-supported countries, and managed the procurement and distribution of over 18 500 deliveries.

In 2009, PFSCM was selected as a PSA for the The Global Fund to Fight AIDS, Tuberculosis (TB) and Malaria’s Pooled Procurement Mechanism (PPM). The Global fund is a major financing institution in the fight against HIV, TB and malaria in 140 countries. PFSCM was awarded new contracts with the Global Fund in 2013 and 2019. 

PFSCM is currently contracted as Global Fund PSA for:

  • Rapid Diagnostic Tests for HIV and Malaria programs,
  • Viral Load and Early Infant Diagnostics, Other Diagnostics for HIV, TB and
  • Malaria programs, and Laboratory and Medical Supplies,
  • and Medical Equipment and Devices.

PFSCM has also recently been contracted by the Global Fund to execute additional supply chain and sourcing services to help countries resolve procurement bottlenecks, overcome supply chain management challenges, and to facilitate timely access to diagnostic tests and related supplies for the detection of SARS-CoV-2.

Since the outbreak of the COVID-19 pandemic in 2020*, PFSCM has procured $142 million worth of COVID-19 diagnostics products and reagents for 79 countries, and facilitated 595 shipments maintaining an OTIF of 91%.

Over the last 10 years we have procured more than $3.9 billion in health care products for the Global Fund and delivered more than 17,700 shipments to 91 countries, making the Global Fund our largest client. 

Traditionally, PFSCM worked with large donors and the countries supported by those donors, but in 2010 we opened our services to Ministries of Health, countries with domestic funded public health programs, other non-government organizations (NGOs), and privately operated health initiatives and programs.

Today, we support a number of organizations and countries with direct and/or once-off procurement services, as well as technical assistance and in-country logistics services. Our client base stretches from Latin America across Africa and Eastern Europe to Central Asia, and we have experience in more than 104 countries worldwide. Our core expertise lies in developing solutions for the African continent.  More than 90% of products we buy are destined for sub-Saharan Africa.
