Sourcing and procurement

We connect global health programs with affordable, quality-assured health products—backed by deep technical expertise and strategic sourcing capabilities.
PFSCM sources and procures affordable, quality health products and ensures the timely and compliant delivery of goods directly to warehouses, storage, or laboratories, mass drug administration locations, and health facilities.

We work closely with buyers, including nonprofits, NGOs, governments, foundations, and other agencies, to understand the goals of their health programs and help them access fit-for-purpose products that are sustainable in the long run.

We tailor our offering to meet the needs of our clients and offer mainly strategic procurement, but can also deliver transactional procurement services where feasible.

Procurement services:

Pooled Procurement

Through pooled procurement, we help clients combine purchasing power to negotiate better prices, ensure reliable supply, and streamline logistics. This approach is especially effective for clients in low-resource settings, LMICs, small or island nations, regional blocs, and emergency response environments.

Diverse affordable products

We can procure nearly any health product for HIV, malaria, TB, MNCH, mpox, Ebola, and more. We already have thousands of ready-to-procure products in our portfolio, and when available, offer these at reference prices, access program prices, or at discounts prenegotiated with suppliers.

Access Programs

We serve as a strategic link between suppliers offering health access programs and buyers seeking to benefit from them. By acting as a trusted intermediary, we simplify the process—managing fund flows, order placement, payment, and logistics—so suppliers can focus on delivering value while buyers gain seamless access to cost-effective health solutions.

HealthSupply Portal

The HealthSupply Portal by PFSCM is purpose-built for global health procurement. It provides seamless access to more than 6,200 essential health products. Developed with supply chain experts and digital innovators, the portal transforms how global health stakeholders manage product catalogs and place orders.

Strategic procurement

We take a proactive, long-term approach to health product procurement that aligns with client goals and delivers value beyond cost savings. Our strategies focus on sustainability, efficiency, and resilience to strengthen health supply chains globally.

Strategic focus

We prioritize supplier relationships, category management, and demand forecasting to ensure a consistent supply of quality products. This approach reduces total cost of ownership, enhances supplier performance, and supports programmatic outcomes.

Market access and supplier network

We navigate the market on behalf of clients, providing access to high-quality health products through a wide network of vetted local and international suppliers. With over 250 global suppliers, we continuously evaluate and diversify our base to reduce risk, drive competition, and offer the latest innovations and access programs.

Strategic sourcing activities

Our sourcing process includes conducting market research, identifying and mapping suppliers, negotiating contracts, and managing product databases and catalogs. These activities allow us to anticipate market trends and supply-demand dynamics, ensuring readiness for future client needs.

Guidance and impact

We guide clients toward products that are affordable, fit-for-purpose, and sustainable. Our recommendations influence procurement decisions that have a lasting effect on health supply chains, improving compatibility and long-term maintenance.

Independent market insight

As an independent nonprofit, PFSCM scrutinizes market conditions to alert clients to practices that may impact future program capabilities. We consider factors such as total cost of ownership, product compatibility, and manufacturer production capacity to safeguard client interests.

Transactional procurement

We can quickly integrate with a client’s existing supply system or use our HealthSupply Portal to manage orders. Our customizable tools and processes handle all transactional procurement, serving clients of any size with or without their own mechanisms.

Quote/Order to Cash

Quote/Order to Cash services involves managing requisitions and issuing price quotations. Once quotes are approved, the focus shifts to fulfilling orders, ensuring product quality, and coordinating the shipment and delivery of goods. This process concludes with financial reconciliation, data reporting, and performance management to ensure transparency and accountability.

Source to Contract

Source to Contract services pertain to suppliers and involves analyzing client and product requirements to develop an effective sourcing strategy. This includes identifying potential suppliers through RFIs, RFPs, or RFQs, conducting due diligence, and negotiating contracts. Once agreements are in place, the contracts are implemented and supplier performance is continuously monitored to maintain standards and compliance.

Source to Pay

Source to Pay services involve creating and approving purchase orders, confirming them with suppliers, and managing the exchange of order documentation. Once documentation is accepted and the shipment is greenlit, goods are received and inspected for quality. The process concludes with invoice approval, payment, and ongoing evaluation of supplier performance.

Competitive bidding

We secure the best value for clients by inviting multiple suppliers to submit proposals, ensuring transparency and fair pricing. This process drives competition, improves quality, and allows clients to access cost-effective solutions tailored to their needs.

What differentiates us as a procurement services agent?

As an NGO, we partner with our clients to help them reach their goals. Whether introducing new health products into a market or developing a procurement mechanism, we first fully align with our clients and then implement tailored sourcing, procurement, and logistics strategies that create sustainable access to health products.

Based on our clients’ needs, we develop diverse, robust supplier networks to ensure our clients have access to the best value and quality health products.

  • We work with suppliers at a global and regional level to reduce risk, lead times, and costs.
  • We manage supplier contracting and performance with continuous improvement in mind.
  • We formulate and manage all-inclusive agreements, rental agreements, framework agreements, long-term agreements, and indefinite quantity contracts with major manufacturers.
  • We increase our clients’ buying power while driving down costs through proven techniques such as pooled procurement, segmentation, category management, and eliminating maverick spending through standardized product catalogs and policies.
  • We only procure from approved suppliers whose products meet national regulatory requirements and are prequalified by the WHO, approved by a WHO-Listed Authority (WLA), or by founding members of the Global Harmonization Task Force (GHTF).

Our unique position in the supply chain enables us to connect buyers and sellers who may normally not have access to each other’s sectors (clientele), products, and market access prices.
